September 1, 2019: Texas 86(R) Legislative Session – New Laws related to Firearms in Texas are Senate Bill 535; Sentate Bill 741; House Bill 121; House Bill 302; House Bill 1387; House Bill 1177; House Bill 1143; House Bill 1791. In summary, these new laws clarify the allowance of firearms in places of worship absent posted signage prohibiting firearms; prohibits property associations from banning storage of firearms on rental properties and prohibits landlords from using lease agreements which ban renters and their guests from carrying firearms; clarifies and provides a defense for LTC holders to immediately leave a premise which a LTC enters and then discovers that the establishment bans firearms; expands the potential number of school marshals at public and private schools; allows Texans affected by disaster to carry their firearms without a license for 48 hours; prohibits school administrators from banning licensees from storing firearms and ammunition in parked vehicles on school parking lots; and, allows certain foster homes to store firearms and ammunition in a locked location.
